Default intersecting LightFog in Maya

Can anybody help me with this. I am using a bunch of spot lights to simulate light fog in an ocean atmosphere. Most of the fogShapes intersect, and when they do, the result I get is the two intersecting fogShapes create a "negative" effect. Ive included an image to help visually explain. Any suggestions will be greatly appreciated.

would 1 spot with the cone angle set very wide work for the scene?

It would if my camera was stable, but my camera is moving through the scene as well as the light fog.Any other possible suggestions? Thanks for replying
